Is Cofactor an identification authority?

Existing identification authorities like ISO, Geonames and Wikidata, or official autorities (contry-specific like IBGE ID) restrict and slow down the creation of new identities. Centralized authorities work hard to enumerate all topics, however they can never become truly up-to-date as new entities are born every second. Think personal projects, local events, web articles, and so on.

The usage of external official identifiers however is encouraged to help define entities in Cofactor.
